Vote in plenary on the AFET/ENVI joint report on Climate diplomacy
On 3 July, the joint report on climate diplomacy will be voted in plenary. The report proposes EP's recommendations for institutional improvements, thematic priorities and the involvement of targeted actors. It reaffirms the international leading role of the EU and its strong engagement in honouring the commitment to the Paris Agreement and SDGs.
Exchange of views with Commission representatives on the Nitrates Directive
In accordance with its Annual Scrutiny Plan for 2018, the ENVI Committee held at its meeting on 28 June an implementation session on the Council Directive 91/676/EEC of 12 December 1991 concerning the protection of waters against pollution caused by nitrates from agricultural sources (the Nitrates Directive).
Use of Cannabis for medicinal purposes
On 28 June 2018, the ENVI Committee considered the above draft motion for resolution. A review of existing scientific literature on the subject of medical cannabis provides evidence that cannabis and cannabinoids have therapeutic effects for example in the treatment of chronic pain in adults, as antiemetic in the treatment of chemotherapy-induced nausea and vomiting and for improving multiple sclerosis spasticity symptoms.
Whilst the regulatory landscape is changing fast both in the EU and worldwide, legislation on medical cannabis differs widely among Member States. On 20 June, MEPs adopted an oral question to the Commission addressing research gaps on medicinal cannabis, the actions which could be taken to improve access for patients and the definition of standards for medical cannabis. The draft resolution stresses the need for the Commission and national authorities to draw a clear distinction between medical cannabis and other applications of cannabis and underlines how research on medical cannabis has been underfunded and should be properly addressed under the next research programme. The draft also calls on the Commission and Member States to address the regulatory barriers which weigh on scientific research and invites them to promote greater dissemination among medical professionals.
