This invitation for prequalification follows the general procurement notice for this project that appeared in UN Development Business No. 588 of 16 August 2002.

Hrvatska banka za rekonstrukciju i razvitak (HBOR) has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Municipal Environmental Infrastructure Project—Eko-Kastela Bay, the integral part of which is the Kaštela-Trogir Sewer System – Phase 1, and it intends to apply part of the proceeds of this loan to payments under the contracts for:

Construction of the Kaštela Subsystem (B.400)
Construction of the Trogir Subsystem (B.500)
Construction of the Ciovo Subsystem (B.600)
Construction of the Divulje Sewage Treatment Plant and the PS Divulje-Plant (B.700)
Construction of the Mainland-Ciovo Submarine Crossing and the Submarine Outfall with a Diffuser (B.800)
Construction of the Ciovo Hydro-Technical Tunnel (B.900)
Supply and installation of the hydro-mechanical equipment for the pumping stations (B.1100)

Prequalification will be conducted for all seven contracts and interested bidders may apply for one or more contracts.

In addition to the funds provided under the IBRD loan, the Republic of Croatia Budget and the local funds will participate in financing these contracts. Prequalification procedures will be conducted in accordance with the World Bank rules and the procedures establishing the bidder’s eligibility and qualifications.

Agencija EKO-Kaštelanski zaljev (the Project Implementation Agency) as the employer, on behalf and for the account of Vodovod i kanalizacija d.o.o. Split as the investor, intends to conduct the prequalification procedure for bidders’ qualification to perform the following contracts:

Construction of the Kaštela Subsystem (B.400) including civil works, supply and installation of necessary equipment (excluding the hydro-mechanical equipment for pumping stations) for the following facilities:
--Gravity sewers approximately 16.30 km long (DN 250–900 mm), and testing and putting in operation of the existing approximately 5.20 km long gravity sewers (DN 250–600 mm)
--Eight new pumping stations (Q=5–220 l/s, H=9.28–25.90 m, N=1.16–114.86 kW) and completion of one pumping station (Q=25 l/s, H=15.12 m, N=9.45 kW)
--New pressure pipeline approximately 7.60 km long (DN 110–500 mm), and testing and putting in operation of the existing approximately 0.35 km long pressure pipeline (DN 225 mm)
--Appurtenant municipal infrastructure within and outside the boundaries of sites (ducts/piping for optical cables, electricity/power supplies, water supply, access roads, etc.).

Construction of the Trogir Subsystem (B.500) including civil works, supply and installation of necessary equipment (excluding the hydro-mechanical equipment for pumping stations) for the following facilities:
--Gravity sewers approx. 8.40 km long (DN 250-900 mm)
--Five pumping stations (Q=5–80 l/s, H=4.90–29.42m, N=3.21–49.36 kW)
--Pressure pipeline approximately 7.60 km long (DN 110-400 mm)
--Appurtenant municipal infrastructure within and outside the boundaries of sites (ducts/piping for optical cables, electricity/power supplies, water supply, access roads, etc.).

Construction of the Ciovo Subsystem (B.600) including civil works, supply and installation of necessary equipment (excluding the hydro-mechanical equipment for pumping stations) for the following facilities:
--Gravity sewers approximately 3 km long (DN 250-300 mm)
--Three pumping stations (Q=5–9 l/s, H=4.70–24.11 m, N=1.19–5.42 kW)
--Pressure pipeline approximately 2.40 km long (DN 110-225 mm)
--Appurtenant municipal infrastructure within and outside the boundaries of sites (ducts/piping for optical cables, electricity/power supplies, water supply, access roads, etc.).

Construction of the Divulje Sewage Treatment Plant and the PS Divulje-Plant (B.700) including civil works, supply and installation of necessary equipment (excluding the hydro-mechanical equipment for pumping stations) for the following facilities:
--Sewage treatment facilities (with grilles and screens, sand and grease traps, air treating) for mechanical treatment Q = 400 l/s
--Appurtenant structures: access road with storm watercourse regulation (L=300 m) and on-site roads, site office building covering an area of 1,400 m˛, doorman’s booth, transformer substation, power generating set, etc.
--PS Divulje-Plant (Q=400 l/s, H=20.65 m, N=206.50 kW, to be executed as an underground installation)
--PS Slanac (Q=18 l/s, H=10 m, N=4.50 kW, to be executed as an underground installation) with the pressure pipeline (DN 180 mm, L=472 m) and the gravity sewer (DN 250 mm, L=300 m)
--Appurtenant municipal infrastructure within and outside the boundaries of sites (ducts/piping for optical cables, electricity/power supplies, water supply, access roads, etc.).

Construction of the Mainland-Ciovo Submarine Crossing and the Submarine Outfall with a Diffuser (B.800) including civil works, supply and installation of necessary equipment for the following facilities:
--Mainland-Ciovo Submarine Crossing: (2 x Dv/Du 710/655.60 mm, totaling to 2,303.89 m in length, out of which the onshore part accounts for 182.49 m 247m and the offshore part for 1,874.40 m, laid at sea bottom ranging from 2.80 to 13.29 m depth)
--Submarine Outfall (of 2.289 m total length out of which the onshore part running from the collecting shaft at the southern plateau of the hydro-technical tunnel to the air-vent shaft accounts for 89 m, DN 1000mm and the offshore part for 2,200 m, Dv/Du 710/655.60 mm, laid at sea bottom ranging from 1.80 to 58.59m depth) with a diffuser (L=200m, Dv/Du 710/655.60 – 400/380 mm with 11 side openings of 130–178 mm in size and 18.70 m spacing, laid at 0.50 m above sea bottom)
--Appurtenant municipal infrastructure within and outside the boundaries of sites (ducts/piping for optical cables, electricity/power supplies, water supply, access roads, etc.).

Construction of the Ciovo Hydro-Technical Tunnel (B.900) including civil works, supply and installation of necessary equipment for the following facilities:
--Northern plateau with a 5 m wide and 50 m long access road and entrance portal housing the power generating set, fans, etc.
--Hydro-technical tunnel (with 14.38–15.21m˛ excavated area, L=2,771.60 m, and internal piping 2 x DN 800 m DN 400 mm)
--Southern plateau with a 5m wide and 2,413.20 m long access road and entrance portal
--Appurtenant municipal infrastructure within and outside the boundaries of sites (ducts/piping for optical cables, electricity/power supplies, water supply, access roads, etc.).

Supply and installation of hydro-mechanical equipment for the pumping stations (B.1100) to be provided in pieces (with quantity indicated) as follows:

It is expected that the bids under separate subprojects will be invited in the following periods:

Kaštela Subsystem (B.400) - third and fourth quarter of 2004

Trogir Subsystem (B.500) - third and fourth quarter of 2004

Ciovo Subsystem (B.600) - third and fourth quarter of 2004

Divulje Sewage Treatment Plant and PS Divulje-Plant - third and fourth quarter of 2004

Mainland – Ciovo Submarine Crossing and the Submarine Outfall with a Diffuser (B.800) – third and fourth quarter of 2004

Ciovo Hydro-Technical Tunnel (B.900) – second quarter of 2004

Supply and installation of the hydro-mechanical equipment for the pumping stations (B.1100) – second quarter of 2004.

Prequalification will be conducted through prequalification procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits dated January 1995 (revised January and August 1996 and September 1997), and is open to all bidders from eligible source countries, as defined in the guidelines.

Interested eligible bidders may obtain information from and inspect the prequalification document at the Agencija EKO-Kaštelanski zaljev at the address below from 25 February 2004 between 0900 and 1100 hours. A complete set of the prequalification document in the English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of HRK 3,800 or Euro 250. The method of payment will be direct deposit with the HVB Splitska Banka d.d. Split, account No. 2330003-1100117418 (for payment in HRK) or account No. 20002581001 (for payment in Euro). The document will be sent by airmail for delivery abroad or by post for domestic delivery.

Applications for prequalification should be submitted in sealed envelopes, delivered to the address below by 13 April 2004, and be clearly marked “Application to prequalify for Kaštela-Trogir Sewer System, Phase 1”.

Notes for preparation:

Any applications that are late, unmarked and/or incomplete, as well as those submitted by ineligible bidders would be rejected.

Prequalification criteria for eligible bidders are set forth in the prequalification documents and they refer to submission of information related to nonfullfilment of awarded contracts, the financial standing of the bidder, the general and specific experience in building construction.
