Republika Kazachstán obdržela půjčku od Mezinárodní banky pro obnovu a rozvoj na financování projektu vyčištění řeky Nury a v rámci tohoto projektu hodlá vypisovat
výběrová řízení na vyčištění okolí továrny na výrobu karbidu a vybudování skládky, dekontaminaci postižených budov v blízkosti továrny na výrobu karbidu, příslušné
demoliční práce, odstranění odpadu, vysušení kontaminovaného odpadu a další související práce a služby. Rozsah těchto činností zahrnuje celkem 17 okruhů - viz popis v AJ, který je uveden níže. V rámci této výzvy k předkvalifikaci se mohou zájemci přihlásit do 1.8.2006.

This Invitation for Prequalification follows the general procurement notice for this project which was published in UN Development Business No. 606 of 16 May 2003.

The Republic of Kazakhstan has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Nura River Clean-Up Project, and it intends to apply part of the proceeds toward payments under the contract NRC-1 “Clean-up of Karbide Factory Site and the adjacent territories, Landfill Construction and Operation.” The Committee for Water Resources of the Ministry of the Agriculture of the Republic of Kazakhstan intends to prequalify contractors and/or firms for the works under the contract NRC-1, which include:


Physical clean up of mercury contaminated areas associated with the Karbide Plant site in the city of Temirtau. The following clean up sub-components are defined (Karbide site, Alash site, plant drain, sedimentation ponds, waste water treatment plant (WWTP) site, ash dump sludge lagoons (KarGRES), and main drain).


Construction and operation of landfill for contaminated materials on the area situated at the distance approx. 1 km. to the north of Temirtau city.

The scope of works covers the following:

i. Preparation of working documentation;
ii. Decontamination of buildings on the Karbide site;
iii. Demolition of Karbide buildings and removal to landfill;
iv. Relocation of an electrical sub-station on the Karbide;
v. Excavation of foundations and underground drains;
vi. Removal of all contaminated material from Karbide and Alash sites;
vii. Backfilling and surface restoration of these sites, cleaning and securing the plant drain (approximately 3 km);
viii. Draining of four sedimentation ponds, removal of sediment and restoration of site;
ix. Sludge removal from WWTP and KarGRES-1 ash dump sludge lagoons and restoration of the surfaces;
x. Construction of a new drain to the river;
xi. Draining and contaminated sediment/bank removal from the main drain and backfilling/surface restoration;
xii. Excavation and preparation of initial landfill cells for waste;
xiii. Construction of a new access road to the landfill with an extension of 1.5 km;
xiv. Development of road network on the landfill site;
xv. Development of surface run-off and flood waters management system at the landfill site;
xvi. Improvement of about 15 km of the existing public minor road;
xvii. Building infrastructure at the landfill entry/exit of the site, including post control, weighing instrument, washer for trucks.

These activities include work with hazardous materials, requiring strict adherence to procedures of personnel individual protection as well as precautions against environmental pollution from operations.

Landfill construction and operation must meet requirements of RK as well as international experience.

The activities shall be implemented approximately within 4 years, approximately 6 months a year (dependent on weather conditions).

It is expected that invitations to bid will be made in September 2006.

Prequalification will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (May 2004), and is open to all eligible bidders as defined in the guidelines.

Interested eligible bidders may obtain further information, and inspect the prequalification documents, from the Committee for Water Resources of the MOA of RK at the address below during office hours of 0900 to 1600 hours. A complete set of prequalification documents in English may be received by interested bidders on the submission of a written application to the address below. The documents will be sent via international delivery service and in addition by email upon request.

Applications for prequalification should be submitted in clearly marked envelopes Application to Prequalification within the “Nura River Clean-Up” Project, Contract “Clean-up of Karbide Factory Site and the adjacent territories, Landfill Construction and Operation”, and delivered to the address below by 1600 hours on 1 August 2006. Late applications will be rejected.
