3 November 2002 The Federative Republic of Brazil has received a loan from the
International Bank for Reconstruction and Development (IBRD), and intends to
apply part of the proceeds of this loan to payments under the contract for the
Environmental Recovery of Areas Degraded by Soil Erosion, in the State of Mato
Grosso do Sul. The services include: (i) elaboration of a topographical survey
and thematic map in an appropriate and standardized scale on the geographical
aspects of the area, such as geology, geomorphology, pedology, laminate and
linear erosion susceptibility, risk to occupation, potentialities of use and
handling of soil etc.; (ii) formulation of environmental diagnosis proposing
watershed basin water resources management; (iii) elaboration of a geotechnical
diagnosis of the area to be recovered, for subsidize the environmental recovery
executive project; (iv) elaboration of the environmental recovery executive
project under the approach of the naturalist engineering techniques; (v)
environmental recovery actions comprising: stabilization or containing of slopes
of the erosion channel using reinforced soil techniques and structures of wood
and stone; implant of external drainage system with plumbing (micro and
macro-drainage), scheduled structures and dispersers for the discipline of the
concentrated surface water flows; implant of the internal drainage system, for
the collecting and destination of the sub-surface water flow; stabilization of
the erosion channel bed with the construction of dam with fences reinforced in
wood and stones, in order to control the transport of sediments; supply and
planting on the area to be recovered, with wood vegetable species and bushes by
seedling and grass types by hydro-sowing, associated to the use of bio-mat for
the surface erosion control; cleaning of the area procedures, the road traffic
signs and services, construction of the soil erosion access and lane deviation,
isolation of the area by fences; maintenance and vigilance of the recovered area
along the period of a year; (vi) promoting wide Program of Environmental
Education and Water in the community, stimulating the creation of Nature
Conservation Unities, in accordance to SNUC. The intended completion date for
the whole of the services shall be six months, after the date of commencement
order. The Agęncia Nacional de Águas (ANA), now invites eligible consultants to
indicate their interest in providing the services. Interested consultants must
provide information indicating that they are qualified to perform the services
(brochures, description of similar assignments, experience in similar
conditions, availability of appropriate skills among staff etc.). Consultants
may associate to enhance their qualifications. A consultant will be selected in
accordance with the procedures set out in the World Bank’s Guidelines: Selection
and Employment of Consultants by World Bank Borrowers, January 1997 (revised
September 1997, January 1999 and May 2002). Interested consultants may obtain
further information from background documents at the address below, Monday
through Friday from 0900 to 1200 hours and from 1500 to 1800 hours, local time.
